Blizzard Stated in their new post that PvP will not be available for release. In their own words:

Today, we wanted to let you know that we’ve made the difficult decision
to hold back the PvP Arena system and release it in a patch following diablo 3 gold

ultimately felt that delaying the whole game purely for PvP would just

Amazon has set the release date for April 17th, as well as appearances cheap guild wars 2 gold
of that release dates in some other promotional material and stores
around the world, so dropping the PvP aspect seems like a confirmation
that Blizzard is trying hard to keep that release date.
I for one am not too worried about the PvP aspect being delayed, this
will give us a chance to focus on leveling, building up gold reserves
and figuring out the game before diving into the PvP aspect.
